rvs 0.13 release series

The 0.13 line adds multi-architecture releases, a unified signed release pipeline, OCI repository management, and explicit signed prerelease support.

rvs update --to 0.13
rvs update --to 0.13 --apply

Only --apply changes the installed package or active APT series. After the update, run rvs --version and rvs context current to verify the CLI and its selected package target.
